Exhaust systems rust out. It’s a fact of life here in New York. Usually the whole system has to get replaced at some point in a car’s life, but sometimes there are temporary fixes that can prolong the life of it just a little bit.
The flange on one of these pipes is almost completely rusted away. There isn’t really anything you can do at this point to salvage it, but somebody actually tried on this car, and it actually looks like it’s working okay. They wrapped a couple hose clamps around the remaining good flange and the remains of this, and it’s holding the two pipes together. I don’t know how recently the undercoating was done on this car, but it was after this repair was made, so this may have lasted a decent amount of time before coming in to get replaced.
